Washington’s Cap-And-Invest Programme: An Overview and Exploration of Potential Linkage with Quebec & California

Summary: This webinar will provide an overview of the state of Washington’s cap-and-invest programme and explore potential linkage with the Quebec-California carbon market. Washington’s cap-and-invest programme was launched in early 2023 following the adoption of Climate Commitment Act, which establishes a comprehensive, market-based program to reduce carbon pollution and achieve the greenhouse gas limits set in state law in 2021. Earlier in 2024, the Washington state government took initial steps to enable a future linkage of the Washington cap-and-invest programme with Quebec and California. The three jurisdictions expressed mutual interest in linkage in a joint statement in March. The presentation will describe the functioning of Washington’s cap-and-invest programme, efforts to better align with the systems already in place in Quebec and California as well as explore reasons for interest in linkage.
